Japanese anime copyrights?

Part of it is because these 'crimes' (both the hosting and downloading of copyrighted material) are often taking place outside Japan, and the costs of trying to run a lawsuit in another country with different laws and legal procedures is prohibitive. Besides, apparently a lot of the money made off anime franchises is actually from merchandise (posters, figures, etc), which can't really be downloaded.
